ISBA CONSTITUTION

ISBA Constitution

TEAMS

The ISBA will consist of two conferences, each with two divisions. Each division will have four teams for a total of 16 teams. Any teams without an owner will be managed by the league office.

A team may carry between 10 and 15 players. Any more or less requires corrective action by the owner. In the event an owner cannot be reached in a timely manner, the league office will act in the best interest of the team.

SALARY CAP

The ISBA will have a salary cap of twenty- million dollars (or $20m) per team. This may fluctuate slightly over time should $20m be found too high or too low.

*THE SALARY CAP RAISES TO $21m IN THE 2010-11 SEASON.

PLAYER CONTRACTS

Contract Length

The length of a player’s contract is determined by his age. Players under 30 are signed to a THREE-YEAR CONTRACT. Player who will be 30 or older before the end of the calendar year is given ONE-YEAR CONTRACTS.

Player Rating (PR)

PLAYER RATING (PR), which is used to determine the monetary value of each contract, is determined by the following equation:

PR = Points + Rebounds + Assists + Steals (2) + Blocks (3)

Example: Tim Duncan’s PR

18.6 points + 11.0 rebounds + 3.2 assists + (.9 steals X 2) + (2 blocks X 3) = 40.6 PR

Base Pay (BP)

BASE PAY (BP) is the minimum a player can be paid annually during the length of his contract. A players BP is determined by dividing his PR by his age, or (PR/AGE = BP).

Example: Tim Duncan’s BP

40.6/30 = 1.35333, which is rounded to 1.35

Therefore, Tim Duncan’s BP is $1.35 million.

OFF-SEASON

Free Agency

When a players’ contract expires, the team has the following options:

- Re-sign him immediately to a MAX OFFER (MO = BP X 3). The length of this extension is determined by age.

            Example: To keep Duncan from becoming a Restricted Free Agent (RFA), his team must offer him 3 times his BP, or $1.35m x 3 = $4.05m

- They may waive the player, making him an unrestricted free agent (UFA). This player will then be available to sign during the Unrestricted Free Agent Signing Period at base pay.

- They may choose to let him become a RFA at which time other teams may try and sign the player away.

RFA’s

When attempting to sign an RFA, the lowest acceptable bid is the players BP, the most being a max offer, which is 300% of the BP (or, 3 x BP = MO).

The team which allowed the RFA to “test the market” may top the highest bid by 20% of his base pay, even if the player has received a max offer.

Example:

Team A allows Tim Duncan to test the market, and he receives a maximum offer from Team B -- $1.35m X 300% = $4.05M

Team A may the re-sign Duncan, but only by offering him a contract worth 320% of his base pay. $1.35 x 320% = $4.32m.

This is called the Maximum Extension Offer (MEO) and may only be done by a team re-signing their own RFA.

Each team may only make one offer per RFA. Should two teams bid the same amount for a player, his rights will go to the team with the most cap space. Do not make an offer to a RFA that you cannot immediately accommodate at the time of signing.

* Faced with exceeding the cap when signing a RFA, one possible solution to explore is a sign-and-trade with the team who currently has the players’ rights. This helps both teams -- you get a player you covet and reduce your payroll, and the other team doesn’t lose the player outright.

Draft

First year players only are eligible for the draft. The eight teams that did not make the playoffs get the first 8 picks by inverse record order. Picks 9 through 16 are assigned the same way among the playoff teams.

Rookie Scale

The ISBA uses a scale system to determine the value of rookie contracts. Our simplified version pays the top pick $1.25m. That amount decreases by $50k each pick, with the last (#16) worth $.5m (see chart).

This determines your rookies impact on your payroll before you draft him, giving you maximum time to plan how much you can afford to spend on free agents.

Here’s how the draft table looks by salary.

UFA

When the draft is completed, the UFA signing period begins. The team with the most cap room in each round gets first choice of free agents, while the team with the least cap room picks last. All UFA’s are signed at base salary, including undrafted rookies. 

NOTE: Even if you are assured of the leagues lowest salary, you MAY NOT cut a max player in order to re-sign him at base salary during the UFA period.

Minimum Contracts

No matter how bad a player is, he has to eat, so any player with a BP under $0.50m will receive the league minimum salary of $0.50m. If you’ve maxed your cap but have fewer than 12 players on your roster, you may sign minimum contract players until you have a full 12 man roster.

POST SEASON

The top four teams in each conference earn a post-season berth for a total of 8 playoff teams. There are three rounds: the Conference Semifinals, the Conference Finals and the Finals. The highest seed gets home court advantage (Games 1, 2, 5 and 7) in each best of seven series.

TRADES

When a trade is agreed upon between two or more ISBA owners, they should submit the trade details to the league office. As long as the deal does not violate any cap rules, the deal will then be announced by the league office.

* The league office has the authority to overturn any deals that seem egregiously lopsided.

TRADE EXCEPTION

In order to keep trades from falling through because of salary cap numbers, the league allows a $1m trade exception. Should a trade put you over $20m, the exception raises your cap to $21m for the remainder of the season.

Only one trade exception is allowed per team per season. The exception ends at the end of the playoffs when all cap numbers will be reset to the standard $20m.

Signing/Cuts During the Season

During the season, a Free Agent may be signed at his Base Pay, but only if the owner does not exceed the salary cap or have more than 11 players. Once a player is signed, his salary counts toward the $20m cap. However, free agents signed after the start of the season may only be signed for the remained of the season.

If you intend to cut a player, simply announce it to the list. If that player’s salary counted toward your $20m cap, that amount will be subtracted from your payroll.

OFF-SEASON SCHEDULE

* Please note that the order of events below is tentative until further notice.

Immediately following the playoffs, teams may begin waiving players and making trades. During the first week of the off-season, teams can re-sign their players with expiring contracts to a Max Offer. Any players with expiring contracts that are not re-signed or waived will become a RFA.

The next two weeks, owners may try and lure a RFA away from their team by posting offers for said players on the mailing list. Bid wisely, as you only get one shot at a specific player.

The next two weeks to one month will be used to straighten out your roster for the upcoming draft and free agent signing period. You’ll be forced to draft only affordable players without sufficient cap room

Next is the rookie draft. Given the complexities of the cap, each team will be given up to 48 hours from midnight of the day the previous pick was made. Should a lottery team miss this window, they will be given the rookie of the leagues choosing. Playoff teams will be asked to pick upon their return from the rookies remaining.

If you plan to be unavailable during the draft, you may submit a draft list. The number of players listed should correlate with the number or your pick. Example: If you pick 10th, list 10 players you’d like on your team with the most desirable first. 

Finally comes the free agent signing period. The team with the most cap room draft first in each round of free agent signings (the order may be different in each round). A team may elect to stop signing free agents at any time, or may sign free agents until they have 12 players on their roster.

A TEAM MAY NOT EXCEED 12 PLAYERS DURING THE FREE AGENT SIGNING PERIOD REGARDLESS OF CAP SPACE  

A team that enters the free agent signing period with 12 or more players on their roster may not sign a free agent. Maximum roster size is 15 players. Should a trade push your number of players over 15, you get one week to comply with the maximum roster rule.

PLAYER USAGE

A player is only limited to the number of minutes averaged per game. A player may not be assigned to play more minutes than he averaged in the NBA the previous season. Injuries are on.

Profiles

The league will accept any style of profile, including exported game plans from owners who also own the Strat-O-Matic program. Consult commish or current owner for profile assistance.

 

GOOD FAITH RULE

From time to time, there may be some unintended and unforeseen “loopholes” which can be exploited. Should one of these loopholes intentionally or unintentionally reveal itself as detrimental to the league in any way, the commish reserves the right to nix the move in question and rewrite the stated rule in order to prevent this in the future.
